Camp Terror: Permission



Leon had ascended to the throne at the top of NCIS after the death of the previous NCIS director, Jenny Shepard during an accident that almost tore the Protectors to pieces. While the conditions in which he took power were not preferred, they were the conditions that led to his promotion, much to his own dismay.


Gibbs on the other hand had been working hard in order to protect himself from the repercussions from his past, and had developed a set of rules to live by, three of which he was currently explaining to Bishop:
1.       Rule 36: If you feel like you are being played, you probably are;
2.       Rule 39: There is no such thing as a coincidence;
3.       Rule 16: If someone has the upper hand, break it.

They were currently waiting for a video conference with Leon who was running significantly late. When he eventually arrived, Gibbs began explaining their situation, concentrating mostly on the fact that the terrorists currently controlled the town of Dartmouth.
            “We need to take back the town, not only is it an entrance to the sea, thus blocking navel access to the river, it is also home to approximately 10,000 people, all of whom are now potentially hostages,” Gibbs explained.
            “If we can take out the tanks on either side of the river then we can begin getting people out by boat,” Bishop added quickly. “All we need is the go ahead to allow us to actually perform the act on English soil.
            “We need to communicate with the English government first since they don’t even know that you are there,” Leon replied, hesitant at authorising an operation that could damage US-UK relations immensely.
            “We need an answer now Leon,” Gibbs demanded. “We need our tanks gone or we lose our agents trapped within the perimeter. There are only so many terrorists that they can combat before they fall.”
            “They may be superhuman…but they are not invincible,” Bishop explained. “They take pain like we do, they take bullets like we do.”
            “At least they have their powers,” Leon sighed. “And they already have permission to attack and kill and terrorists. You however do not have said permissions just yet and legally aren’t even there…” Lean paused for half a minute before adding: “Go dark, get into Dartmouth but keep Tom’s frequency open, it will be what we use to contact you with the decision.”
            “Will do, sir,” Gibbs and Bishop agreed.

Claire and Gemma had retreated away from Connie and Ollie after hearing Connie admit that she remembers everything through the eyes of her dad, fearing that she would be able to out them for who they truly are.
            “We’ve got to make a decision Naomi,” Gemma begged, continuing their earlier argument. “We can’t just stand by and let them do what they are doing.”
            “What are you waiting for Naomi?” Claire asked before Naomi could answer with yet another no.

Naomi was a white haired girl due to her ability to control the air, much like how Connie’s hair was fiery red because of her ability to control fire, however there were strange blue highlights in her hair that came about after she was forced to kill a water wielding-protector in order to prevent the Earth from becoming submerged.
            “Not until we know exactly what is going on,” Naomi countered simply. “There is too much at stake, especially now that she has come back.”
            “Then when do we reveal ourselves?” Gemma begged. “Eventually someone will slip up, either us or them. Surely it is better for him to find out on our terms rather than ours?”
            “And why would she slip up?” Naomi questioned. “The people who he thinks are dead are being played close to her chest. If he knows that she is behind this whole thing it could destroy her operation.”
            “Then why don’t we tell him?” Claire questioned, curious about her leader’s motives.
            “Because our plan hinges on him being oblivious,” Naomi explained. “She doesn’t know we came back, neither does he. As long as that remains the same then we can work in the shadows and work on our plan. Eventually the world will need every Protector that it has ever given birth to. Which is why we are collecting them shortly before their deaths and replacing them with life-like models.”
            “Don’t you think that he will eventually catch on?” Claire asked.
            “‘Eventually’ yes,” Naomi agreed. “But until then we need to get as many Protectors out of the conflict as possible if we are to save this planet from what comes next.”
            “What if he identifies us?” Gemma asked.
            “Then Matt’s weapon sent you barrelling backwards in time to the present day,” Naomi explained. “That was what the weapon was intended to do to begin with; it just rebuilt your bodies in the past and sent your minds back in time, so that your bodies appeared lifeless and dead in what was our present.”
            “I guess we have to remember that then,” Claire sneered.
            “If you would,” Naomi stated sarcastically.
