NCIS: Breakthrough

Following his rather bizarre encounter with his other-worldly counterpart in the smouldering ruins of an alternative version of Highweek, Tom was a tad distracted from what he was supposed to be doing; and what he was supposed to be doing was monitoring the English terrorists activities since they had all moved up to London and Intel suggested that seemingly unrelated terrorist cells across the globe were planning on bombing the marathons, in four different countries. Paris was the first and had already been bombed, but also provided the rest of the world with the warning needed to try and stop said bombings.

Tom had managed to block off the majority of the main roadways out of Devon but he had no way of stopping air or train travel, as such he was forced to walk around the finish line in order to see if he could spot any of them before they did something that could kill hundreds.

Gibbs and the rest of the team were busy investigating the rather peculiar murders of two petty officers in a back alley extremely close to the finish line.
“Why the marathons?” Tom thought aloud. “Why not go after the Winter Olympics or the Commonwealth games? They are all far more popular. What are they after?”

Many people around him gave him looks of disgust as he began muttering about attacking various other large sporting events. “Hell even the world cup is this year. Why four marathons spread across four countries.”

He continued walking through the crowd of people, keeping half an eye out for his objective, if they even showed up, and all the while kept talking to himself, trying to put the puzzle together. Well it is known for some killers to take great pride in their work, Ducky’s voice explained in his head. This particular killer clearly had a thing for the insides of his victims…
“Felix killed the two petty officers. But why the petty officers,” Tom guessed as he weaved his way through the crowd. “Because it would drag NCIS out here, but keep them distracted from the terrorists…But why do they know each other?”

Tom pressed on, anxious to get to the other side of the road in order to search for his targets on that side. In his head it clicked that Felix worked with Penny and that Penny had worked with Jackie to kill Maddi. Jackie was Geoff’s, or as NCIS knew him, Parsa’s wife.
“Simultaneous world wide attacks, well not really simultaneous, but the idea still stands. The different groups need someone higher than them, with contacts, to organise such an event,” he thought aloud again, confusing the bystanders who just happened to catch some of what he was saying. “If Geoff is the head of his organisation then he would have the ability to create cells anywhere and use them to commit terrorism without even needing to step foot on the countries soil. And that is the link…”

Suddenly something in his head clicked and he forgot all about his objective to deal with the terrorists at the finish line, and his objective became about finding and warning the team of the imminent danger that they were in.
